Elk City police were called to the 1000 block of west Third Street to a convenience store parking lot Sunday in reference to a man passed out in a vehicle.
When a police officer arrived at approximately 5:27 a.m., they saw a man in the driver's seat while the truck was running.
The officer knocked on the window and identified himself, the preliminary report stated, but he was unable to get a response. Fearing that the man was having a medical emergency, the officer opened the door. According to the report, he then saw a glass pipe located in the center console.
The police K-9 unit was then dispatched to the area and "alerted" on the car, signifying the possible presence of illegal drugs.

An Elk City man was arrested Sunday after he allegedly started a car chase and was found with methamphetamine.
Terry Shearin, 46, was pulled over by an Elk City police officer on a routine traffic stop, according to a preliminary report.
As the officer checked the man's identification, a K-9 unit was dispatched to conduct a "free air" sniff around the vehicle. The K-9 officer wrote in the report that the dog alerted to the driver's side door.
At that time, a third officer attempted to remove Shearin from the truck, but the man allegedly cursed at the officer and started the vehicle. The officer said he reached inside the truck to take the keys but Shearin began speeding away from the scene, causing the officer to run alongside it for approximately 20 or 30 feet until his arm was clear.
All three officers then began pursuit of the truck and followed it from the original stop at Washington Avenue and Avenue F to just west of Van Buren Avenue and Gregory Road.

Postseason basketball playoffs continue on to regionals
BOYS
With under a minute to go, the Weatherford Eagles had pulled to within reach of the Big Elks on a turnover and put-back, but the surging defense of Elk City prevented a late-game three-pointer that would have tied the game.
After hitting three of their final four charity shots, Elk City wound down the clock to win the 4-A District 1 Championships on their home court Friday. The final score: 55-49.
“In the fourth quarter, our team defense was as good as it’s ever been,” said head coach Garrette Mantle. “Donnie Jones’ energy was contagious. Being a senior he played with tons of emotion and energy. Brock Walker got a huge rebound for us late. There were just a lot of individuals that led and allowed us to make plays.”
The Elks now look to Thursday night’s game against Bethany. The game, which will take place in Weatherford at 8 p.m., could be the toughest the team faces.
“Bethany’s probably got the 2nd most talented team in class 4A in the boys,” said Mantle. “They’ve only lost one game all year long and that was right after football season. I think they’re 22-1 right now. They’re basically kicking the dog out of everyone they play.”

The Oklahoma Highway Patrol investigated two accidents Saturday in which the occupants were injured.
At 4:45 a.m., Jared Francis, 22, was driving on U.S. Highway 60 just west of State Highway 34 when his truck ran off the roadway for 300 feet and struck a tree.
The Vici resident was transported by Vici EMS to Seiling Municipal Hospital and then transported to Southwest Medical Hospital in Oklahoma City with leg injuries.
He was listed in stable condition. The OHP said the crash occurred because Frances was apparently sleepy.
The Dewey County Sheriff's Office and Vici police assisted at the scene.
UPDATE: Cordell audit pegged at $20K

A letter to Cordell's mayor from the state auditor has priced a thorough examination of the city significantly lower than expected.
A forensic audit of six topics would cost Cordell $20,000, State Auditor and Inspector Gary Jones said. The cost is an estimate based on a study of more than four years of gas card usage, FEMA grants, financial information, utility records, the Cordell Theater Account and the disposition of outdated equipment.
Previous estimates by Jones suggested the city could be on the hook for up to $70,000 for an audit. However, Jones said that by working in cooperation with the city's chief financial officer and independent officer, the cost could be diminished.
The estimated maximum cost of $20,000 is based on "our expectation of timely access to relevant documents and individuals, and represents about half the cost usually associated with this type of audit in a similar size scope."

Hospital plans to appeal breach of contract ruling

A jury has ordered Elk City's hospital to pay a Michigan family more than half a million dollars for breach of contract.
According to court documents, Great Plains Regional Medical Center owes $550,000 in actual damages and another $75,000 in punitive damages for failing to pay a signing bonus and life insurance policy to the family of Dr. Pravin Aneja, who died in 2008 just two days after he started work there.
"We think that the jury in Beckham County did what was right," said Shannon Wheeler, an Tulsa attorney representing the plaintiffs.
The suit was filed on behalf of Raji Aneja, wife of the deceased. A Beckham County jury handed down the verdict earlier this month.
The Aneja family claimed that the hospital had agreed to pay Dr. Aneja a $40,000 signing bonus on the first day he saw patients. His contract also stated that the hospital was to purchase a life insurance policy in the amount of his base salary of $350,000.
